About This Role

  • The Site Master Planner and Site Permitting Owner is responsible for developing and maintaining the site's 3-5-year Master Plan, including space reservations, infrastructure and utility growth planning, business continuity considerations, and regulatory permitting.
  • The role serves as the focal point between internal stakeholders, project teams, utilities owners, municipalities, government authorities, and regulatory agencies to ensure site growth plans are aligned, compliant, and executable.
  • Key responsibilities include: Own and maintain the Site Master Plan, including space allocation, infrastructure capacity, utility growth, and long-term site development strategies.
  • Lead site permitting activities, including construction, business, environmental, infrastructure, and operational permits.
  • Coordinate with municipalities, government agencies, utility providers, and Authorities Having Jurisdiction (AHJ) to secure approvals and maintain compliance.
  • Evaluate future site growth scenarios, identify capacity gaps, risks, and required infrastructure investments.
  • Track permit schedules, milestones, risks, and dependencies to support project execution and business needs.
  • Partner with engineering, construction, finance, legal, and operations teams to align site development plans and permitting requirements.
  • Develop and maintain documentation, standards, forecasts, and reporting related to site planning, infrastructure growth, and permits.
  • Drive stakeholder alignment, influence decision-making, and ensure timely resolution of permitting and planning issues.

Qualifications

  • Bachelor's degree in Civil Engineering, Architecture, Engineering, Urban Planning, Law, or a related field. 5+ years of experience in site planning, permitting, infrastructure development, facilities engineering, construction, or municipal/regulatory affairs.
  • Additional qualifications include: Experience in semiconductor, industrial, manufacturing, or large-scale infrastructure environments.
  • Knowledge of building codes, environmental regulations, utility infrastructure, and permitting processes.
  • Experience with site master planning, infrastructure capacity assessments, and growth scenario analysis.
  • Key competencies: Strong analytical and problem-solving skills.
  • Ability to manage multiple priorities in a dynamic environment.
  • Excellent negotiation, influencing, and relationship-building capabilities.
  • High attention to detail and sense of urgency.
  • Strong Microsoft Office and data analysis skills.
  • Commitment to safety, quality, and continuous improvement.
  • Experience working with municipalities, government authorities, environmental agencies, and utility providers.
  • Strong project management, stakeholder management, and risk assessment skills.
  • Excellent verbal and written communication skills in Hebrew and English.
